Abstract: The high-quality development of higher education is a powerful driving force for promoting economic development and social progress. High quality development is connotative development, focusing on internationalization development, digital empowerment, regional coordination, and national service orientation. China's higher education has moved from elite to mass education, but still faces some problems. This article proposes strategies to promote the high-quality development of higher education, including optimizing disciplinary and professional settings, strengthening practical platform construction, promoting interdisciplinary talent cultivation, and promoting regional cooperation and coordinated development. Through these measures, assist higher education achieve a transformation from scale expansion to connotative development, providing support for economic and social development and national competitiveness enhancement.
