Abstract: The scientific layout and construction of professional clusters are of great significance for application-oriented colleges and universities to achieve high-quality development. Through the analysis of the policy background, construction objectives and specific contents of specialty cluster construction in application-oriented colleges and universities, this paper discusses the internal logic of promoting the high-quality development of application-oriented colleges and universities with specialty cluster construction as the starting point, and analyzes the problems existing in the construction process. Countermeasures and suggestions are put forward from three aspects: core point of high-quality development, innovative construction path and professional cluster construction guarantee.
