摘要: 建设科研特区是加强高校有组织科研的战略选择。该文总结了我国高校科研特区的建设现状,指出其在长周期评价、基础学科建设、国际科技合作等方面的不足,结合山东科技大学学科特区建设实践经验,从组织模式和实施途径两方面阐述了山东科技大学依托重点学科、特色学科建设科研特区,从而形成交叉融合、互为支撑的“安全+”“控制+”2个学科集群,同时,建立多元科研评价体系,坚持成果导向,最终形成地方高校科研特区建设的实践样本。

Abstract: The construction of special scientific research zone is a strategic choice to strengthen organized scientific research in universities. This paper summarizes the current situation of the construction of special scientific research zones in Chinese universities, and points out its shortcomings in the long period evaluation, the construction of basic disciplines, and the international scientific and technological cooperation. Combined with the practical experience of Shandong University of Science and Technology in the construction of special disciplinary zones, this paper expounds the construction of special scientific research zones by relying on key disciplines and characteristic disciplines from two aspects of organization mode and implementation approach, so as to form two interdisciplinary clusters of“security +”and“control +”which are cross-integrated and mutually supported. At the same time, the establishment of a diversified scientific research evaluation system, adhere to the results of the orientation, and eventually form a practice sample for the construction of local universities and colleges scientific research special zones.
