Abstract: Aiming at the problems of low resource utilization, poor operation coordination and linkage mechanism, and weak innovation and practice of innovation and entrepreneurship incubation projects in the construction and operation of domestic college student innovation and entrepreneurship parks, this paper takes the construction of innovation and entrepreneurship parks of North China University of Water Resources and Electric Power as an example to carry out theoretical and practical research. This university has built a management mechanism for the second-level linkage of the college student innovation and entrepreneurship park, deeply promoted the in-depth scientific research cooperation between the school and the enterprise of the admission project, equipped the school-enterprise dual mentor for the innovation and entrepreneurship project entering the park. Through these measures, the innovation and entrepreneurship park has achieved good results in construction and operation, the practical experience has certain reference value for the construction and operation of innovation and entrepreneurship parks in other universities.
