摘要: 高校人事管理改革对“双一流”建设具有重要的支撑作用。“双肩挑”管理模式虽然在当下仍具有重要的管理效能,但在“双一流”建设背景下,其不足之处开始凸显,进而在一定程度上影响了高校人才资源的配置效率。理顺教研人员与管理人员的关系,推动人才评价体系的转变,最终促进“双肩挑”向“一肩挑”的转变,是其改革的方向。

Abstract: The reform of personnel management in colleges and universities plays an important supporting role in the construction of "double first-class". Although the "double shoulder" management mode still has important management efficiency at present, under the background of "double first-class" construction, its shortcomings begin to highlight, and then affect the allocation efficiency of human resources in colleges and universities to a certain extent. The direction of the reform is to straighten out the relationship between teaching and research personnel and management personnel, promote the transformation of talent evaluation system, and finally promote the transformation from "double shoulder" to "one shoulder".
