高校学生自主创业扶持政策实施效果评价体系构建研究

摘要: 目前,我国政府出台了一系列鼓励高校学生创业的政策,但这些政策的实施效果难以被准确评估,缺少可操作性强的实施效果评价体系。该研究采用文献分析法、调查研究法、德尔菲法和层次分析法,构建了包括创业竞争能力、创业服务水平和创业扶持成效3个一级指标、18个二级指标的高校学生自主创业扶持政策实施效果评价体系。高校学生自主创业扶持政策实施效果评价体系能够对现有的创业政策进行诊断与评价,进一步促使高校学生自主创业扶持政策真正落到实处。

Abstract: At present, the Chinese government has issued a series of policies to encourage college students to start their own businesses, but the implementation effect of the policies is difficult to accurately evaluate, and the implementation effect evaluation system with strong operability is lacking. This study uses literature analysis, investigation and research method, Delphi method and analytic hierarchy process to construct an evaluation system for the implementation effect of supporting policies for college students' self-employment, which includes three first-level indicators, entrepreneurial competitiveness, entrepreneurial service level and entrepreneurial support effect, and 18 second-level indicators. The evaluation system can diagnose and evaluate the existing entrepreneurship policy, and further promote the implementation of the policy.
