高校大学生创新创业政策执行分析——基于史密斯政策执行过程模型

摘要: 为满足国家对创新型人才的需要、加快创新型国家建设、激发大学生创新创业兴趣和贯彻落实大学生创新创业政策,从史密斯政策执行过程模型的视角,从创新创业政策执行的质量、目标群体的认同程度、政府执行主体的利益矛盾、政策执行环境的特点这四个方面系统分析高校创新创业政策的执行过程。为达到政策执行的预期效果、优化大学生创新创业政策执行路径、增强政策执行效果评价与反馈的真实有效性,运用多种方式保障政策执行质量;加大政府、企业、高校多方相互联结性,为大学生创业提供支持与服务;注重创业教育的过程实践性,培育SIE型创新人才。提高大学生创新创业参与率与成功率,引导学生进行理性创业,开展全民创业,为大学生营造良好的创新创业环境。

Abstract: In order to meet the country's demand for innovative talents, accelerate the construction of an innovative country, stimulate college students' interest in innovation and entrepreneurship, and implement college students' innovation and entrepreneurship policies. From the perspective of Smith's policy implementation process model, the quality of innovation and entrepreneurship policy implementation, the degree of recognition of target groups, the interest contradictions of government executives, and the characteristics of the policy implementation environment are four aspects to systematically analyze the implementation process of college innovation and entrepreneurship policies. In order to achieve the expected effect of policy implementation, optimize the implementation path of college students' innovation and entrepreneurship policies, and enhance the true effectiveness of the evaluation and feedback of policy implementation effects, various methods are used to ensure the quality of policy implementation; increase the multi-party interconnection of government, enterprise, and colleges for college students entrepreneurship provides support and services; pays attention to the practicality of the process of entrepreneurship education, and cultivates SIE-type innovative talents. Increase the participation rate and success rate of college students in innovation and entrepreneurship, guide students to engage in rational entrepreneurship, launch national entrepreneurship, and create a good innovation and entrepreneurship environment for college students.
