提升高校专利申请质量和促进专利转化的路径研究

摘要: 高校是科技创新的主要来源地之一, 也是我国专利申请的重要力量。该文首先从高校专利的申请环节入手,分析影响高校专利申请质量的因素,接着从调整高校专利激励政策,突出科技成果转化质量评价;建立健全高校专利申请与转化体制机制; 申请前预评估,剔除无专利性和无市场性的专利申请; 建立专业代理结构,配备专职技术经理人;培养高校师生专利意识,提升专利申请能力等方面提出了提高高校专利申请质量,促进专利转化的路径和建议。

Abstract: Universities are one of the main sources of technological innovation and an important force for patent applications in my country. The article first starts with the patent application process of universities, analyzes the factors that affect the quality of patent applications in universities, and then adjusts the patent incentive policies of universities and highlights the quality evaluation of the transformation of scientific and technological achievements; establishes and perfects the system and mechanism of patent application and conversion in universities; pre-assesss and eliminates Non-patent and non-marketable patent applications; establishing a professional agency structure and equipping full-time technical managers; cultivating university teachers and students’ patent awareness and enhancing patent application capabilities. It proposes ways to improve the quality of university patent applications and promote patent conversion.
