论产学研协同创新环境对军民融合政策的促进与发展——以“空气动压轴承技术”项目为例

摘要: 产学研协同创新环境是军事技术融合民用领域之间的桥梁与催化剂,在某种层次上产学研协同创新环境更是一种新式生产体系,同时拥有统筹安排与灵活选择的特征。该文以德阳市首个军民融合项目“空气动压轴承技术”为例,从项目意义、产学研协同创新环境搭建、项目发展现状及建议等方面,研究了产学研协同创新环境对军民融合政策的促进与发展作用,提炼出成功的经验,并为下一步项目的发展提出一些建议。

Abstract: The collaborative innovation environment of industry, university and research is the bridge and catalyst between military technology and civil field. At a certain level, the collaborative innovation environment of industry, University and research is a new production system, which has the characteristics of overall arrangement and flexible choice. Taking the first civil-military integration project of Deyang City as an example, this paper studies the promotion and development of the cooperative innovation environment of Industry-University-Research on the policy of civil-military integration from the aspects of project significance, construction of cooperative innovation environment of Industry-University-Research and project development status, extracts successful experience, and provides the next project. Some suggestions are put forward for development.
