Abstract: In response to the Ministry of Education's call to eliminate“water courses”and create“gold courses”, based on the outcome-oriented Education (OBE) concept, this paper constructs a“three-layer and six-dimensional”gold course cluster system for the traditional course clusters of electrical engineering majors in application-oriented universities, aiming at the problems existing in the traditional course clusters. This system takes“knowledge-ability-quality”as the three-level training objective, and takes practicality, cutting-edge nature, challenge, critical thinking, humanism and advancement as the course connotation. It is implemented through a series of measures such as systematically revising the teaching syllabus, optimizing teaching content, innovating teaching design and methods, and strengthening process evaluation. Practice has shown that the reform has effectively enhanced the achievement rate of course objectives, promoted the approval of two provincial first-class undergraduate courses, and formed multiple demonstration courses and high-quality teaching resources, providing a referenceable path and method for the construction of golden course clusters in similar institutions.
