摘要: 教工党支部书记“双带头人”是党支部工作的组织者和践行者,其工作好坏直接关系到党的路线、方针、政策能否在高校得到有效贯彻、执行和落实。提高教工党支部书记“双带头人”履职能力,是增强党的影响力,提升基层党组织威望的有效途径。文章阐述了教工党支部书记“双带头人”履职能力方面存在的职责不明、权力虚化、保障乏力等问题,提出了“强化四种素质、提高四种素养、创新四个维度”的履职能力提升方法,有助于让其充分发挥在科学研究、人才培养、文化传承、社会服务等任务中的重要作用。

Abstract: The party branch secretary among teachers are the persons in direct charge of the party's grass-roots party organizations in colleges and universities. Implementing a fostering program of “double leader”, i.e. both a “party building leader” and an “academic leader”, is a key approach to effectively lead grass-roots party organizations in colleges and universities. The paper analyzes issues in the fostering mechanism of “double leaders”, including role definition deviations, inadequate experience in party building, lack of motivation, and suggests fostering mechanisms such as top-level design, selecting the better and matching the stronger, motivation guarantee, system supervision, aiming at further advancing the fostering of “double leaders”.
