Abstract: Cultural and tourism integration is a strategic layout made by China to improve its own soft power and enhance national confidence in the new era. With the continuous emergence of new forms of tourism in China, people's demand for tourism is more diversified and multi-level. The upgrading of consumption demand promotes the transformation and upgrading of the industry. The transformation and upgrading of the industry puts forward new requirements for the service mode, management mode and comprehensive quality of tourism practitioners. Under the background of integration of culture and tourism, the article analyzes the necessity of cultivating connotative tourism talents, and points out that connotative tourism talents should have five qualities: cultural quality, innovative quality, political quality, physical and mental quality and professional quality, on this basis, the article constructs the quality training system of connotative tourism talents.
