Abstract: During his visits to Kazakhstan and Indonesia in September and October 2013, Chinese President Xi Jinping put forward two major initiatives to jointly build the "silk road economic belt" and the "21st century maritime silk journey", which were called "One Belt And One Road". The proposal of "One Belt And One Road" brings new opportunities and challenges for the development of higher vocational colleges. Higher vocational colleges need to deepen exchanges and cooperation, stimulate reform and innovation, in order to train high-end technical talents with international vision who can meet the development needs of enterprises in countries along the belt and road. The author briefly introduces the significance of international cooperation and exchange in higher vocational colleges under the "One Belt And One Road" initiative, and puts forward some working ideas and ideas in the process of developing international cooperative education based on the reality of Heilongjiang vocational college of agricultural economics, which are only for the reference of similar colleges and universities.
