Abstract: With the rapid development of urbanization and industrialization in China, a large number of migrant workers and land-lost farmers in the suburbs have been orderly transformed into new urban citizens. The number of new citizens is huge, but there is still a big gap between their civilization quality and the requirement of modern urban civilization development. Practical education is of great significance to guide new citizens to cultivate and practice socialist core values, help new citizens to cultivate innovation and entrepreneurship, and promote the comprehensive development of new citizens' civilization quality. It is also an important point to promote the improvement of new citizens' civilization quality. Labor skill competition, social service and visiting and learning are the basic ways to give full play to the function of practical education in the new era and promote the civilization and quality of new citizens.
