高校“国创计划”项目运行模式的优化研究——基于过程管理理论

摘要: 在高校国家级大学生创新创业训练计划(以下简称“国创计划”)项目快速推进的进程中,重立项、轻过程、管理粗放等问题日益凸显,制约了项目质量的持续提升。为响应教育部“用好大赛这条‘从实验室到市场’的快速通道”的号召,该文基于过程管理理论,构建覆盖项目全生命周期的系统运行模式,推动“国创计划”管理规范化,提升实施成效。该文立足项目实际发展脉络,系统梳理当前“国创计划”项目过程管理中存在的突出问题,进而提出涵盖项目申报、实施与结题验收等关键环节的一体化优化机制,以提升项目管理效能与成果质量,为高校创新创业教育的高质量发展提供实践参考。

Abstract: Amid the rapid advancement of the“National Innovation Training Program”(NITP) in universities, issues such as an overemphasis on project approval, neglect of process management, and extensive supervision have become increasingly prominent, hindering the continuous improvement of project quality. For response to the call of the Ministry of Education to“leverage the competition as a fast track from the laboratory to the market”. Based on the theory of process management, this study aims to construct a systematic operational model that covers the entire project life cycle, serving as a key pathway to standardize the management of the NITP and enhance its implementation effectiveness. Based on the actual development of the project, this research systematically examines the main problems in the process management of the current NITP and proposes an integrated optimization mechanism encompassing key stages such as project application, implementation, and conclusion. The goal is to improve project management efficiency and outcome quality, providing practical insights for the high-quality development of innovation and entrepreneurship education in higher education institutions.
